With a quorum declared, Club President Ray Rice called the meeting to order at 9:03 a.m.

Acceptance of Minutes — Chuck Long moved to approve the minutes from the March 2019 meeting; Ray Rice seconded. The motion passed.

Old Business — The Dixie Chopper mower is in Tom Rich's hangar; no action has been taken on it recently. John Saalwaechter offered to buy an engine; Tom will coordinate the repairs. Tom intends to pick up the mower the day of the meeting and take it to the repair shop. Ray Rice reported that the farmer that borrowed the club's bug hog will pay for it.

EAA Report — Michael Mossman reported on the costs, responsibilities and potential gains for establishing an EAA chapter on the field. Up front costs are $100 per year in EAA fees plus $259 per year for insurance. A Traditional Chapter requires 10 members; a Divisional ("Vintage") Chapter only requires 5 members but all members must be a member of the EAA Vintage subset.

Other requirements for either Traditional or Divisional:

  • Four chapter members must be officer (president, vice president, secretary, treasurer) and EAA members
  • The chapter must report EAA numbers of at least the minimum number of members
  • Each chapter is a legal entity in its state — MUST INCORPORATE
  • Must get a FEIN number (federal employer info number)
  • Adopt a set of bylaws — EAA provides a set ready to go; the chapter would be free to change them as needed.

Phase 1: Fill out applications and pay fees, then EAA assigns a chapter number

Phase 2. Only when incorporated and all required paperwork filed does the insurance take effect and the group becomes a valid chapter.

Michael reported that the club could start a chapter as a separate entity that co-exists with the club, but will require all new state and federal filings to get started, or could convert the club into an EAA chapter for reduced set-up costs. The main drawback to converting the club into an EAA chapter would be that all club members who are not EAA members would not be eligible to vote in club elections or hold a club office. This would be a change of member rights, which would require amendments to the club bylaws.

Ray Rice asked that the Chapter committee investigate further and report back to the club at the next meeting.

Auto Fuel Report — Earl Brosman drained the auto fuel tank and verified that the tank does not have any water in it. Mark Poliak leveled the tank, then Earl ordered a new load of auto fuel; no delivery date has been confirmed.

Avgas Report — Earl Brosman estimates that we have 400 gallons of avgas remaining. No one has stuck the tank in a month; Ray Rice will check it after the meeting then will order a new load of fuel the following week.

Fuel System Report — The avgas tank is due for inspection, so that will be scheduled soon. The avgas pump is working correctly, and the numbers on the fuel meter are also working now. Price on the pump is 42.5 cents per gallon; just multiply the reading times ten to read your actual fuel purchase in dollars. The money allocated for a new underground fuel tank was spent on runway repairs so no additional fuel tank is anticipated at this time.

Maintenance Hangar Report — Richard Rodriguez had his aircraft in the maintenance hangar last week and got the wings on. He has since moved to his regular hangar, as Mark Van Zant has the room reserved for an annual on his aircraft.

Welcome New Members — Richard Rodriguez, who is an A&P and IA, bought an airplane in Tennessee and trucked it to the field; he may be bringing another aircraft to the field. Joe Oyler, who is a flight instructor, has a Mooney and brought it to the field.

Treasurer's Report — Dick Gurley reports that the club has $6,918.41 in the checking account and $7,203.71 in the fuel saving account. All bills to date are paid. Sheets for rents and fuel are posted on the bulletin board; pay up if you owe. Most rents are caught up from last year. We have one member who has moved to Atlanta; we are trying to get an updated address so we can collect the overdue rents.

Insurance Report — Since the club will have young volunteers this year to assist with mowing grass, the club will need to check its liability insurance policy to see if the insurance covers the volunteers.

Clean-Up Day Report — Earl Brosman presented a list of chores that volunteers can do immediately after the April meeting. Along with the day's clean-up and repair work, Earl noted that the runway will need to be rolled three or four times this season, and we will need volunteers to mow grass when the teen volunteers are not available. Matt Kriech offered to mow with his son.

New Club Equipment — Mark Poliak arranged for a donated tank and pump for spraying weeds. Earl Brosman reported that the club needs to spray weeds that are growing through the cracks and keep up with them. The property owner has determined that the club should spray for weeds only on the paved areas but not around the buildings or lights.

Spring Party — Since the club did not have its annual wintertime Holiday Party it will host a pitch-in Spring Party in the Operations Building on Saturday, April 13, 4:30 p.m. (same day as the meeting). Members and their families are invited to attend.

Adjournment — Dick Gurley moved to adjourn the meeting; Earl Brosman seconded. The meeting was adjourned at 9:56 a.m.
