With a quorum declared, club president Matt Kriech opened the meeting at 7:00 p.m. EDT

Introductions — With five guests present, the meeting opened with each person present announcing themselves and giving a brief accounting of thei aviation interests.

Old Business — Michael Mossman gave a brief summation of October's business.

Treasurer's Report — Checking account balance is $16,223.56, fuel saving balance is $6,171.81. The club recently received 1,500 gallons of avgas but have not seen the invoice yet, which is expected to be about $7,500. Receivables on fuel are currently $1,445.89. The club's insurance policy is also due for renewal, the cost is nearly $4,000 for the year, which represents a substantial price increase. The club has a loan of $5,000 for the fuel fund and will revisit paying down the debt in January when finances for 2022 are known.

Aircraft Transactions — The Beechcraft Twin had been sold for salvage and is no longer on the property

Mowing Report — The club "saved a ton of money" with volunteers mowing the property this year. Thanks to all who mowed (Earl Brosman, Kevin Hoffer, Matt Kriech, Steve McClue and others), and thanks for John Saalwaechter for purchasing another mower. Steve McClure will be winterizing the mowing equipment in his hangar; he asked for tempprary space to store his aircraft. The club consented that he should move his aircraft into the maintenance hangar at no cost while winterizing thr club's equipment.

New Business — Matt Kriech reports that the FAA is considering a proposal to decommission the Lafayette (LAF) Outer Marker/Locator Outer Marker, located west of Purdue University Airport. Reasons for proposed decommissioning are deteriorating supports, decreased spare parts availability and expiring lease as a cost savings for the FAA. No replacement is planned. The FAA claims that decommissioning would not be detrimental to the National Airspace System, but it would change instrument procedures in the region. Interested parties can make comments electronically or in writing. Coments received prior to December 30, 2021 will be considered before final action is taken. A copy of Airspace Care Number 20-AGL-373-NR will be posted on the bulletin board in the BCAA operations building.

Minutes Correction — Kevin Hoffer noted that in the October 2021 minutes he was mistakenly credited with painting one of the hangars; Kevin Secco actually did the painting. Those minutes have been updated.

Hangar Painting and Easy Products Day Report — The club planned on painting three hangars, but due to issues with the sprayer only one hangar was painted. Some of the hangars were cleaned out by volunteers and the runway was blown clean of loose gravel. The office storage room was cleaned out and most of the leftover paint was moved indoors. All volunteers were busy all day. Matt Kriech offered the club's thanks for the volunteer work.

Maintenance Items — Earl Brosman says the following items remain to be done before winter:

  • Replace wind sock on north end of runway (Ray Rice will order one)
  • Roll grass taxiway one more time before winter (Mark Poliak and nephew will do it)
  • Move firewood off of trailer
  • Move paintbuckets into office (Dale Thomas volunteered to do it)
  • Put out mouse poison and set traps
  • Install new lights between hangars (Earl already has the lights)
  • Replace one runway light
  • IDEM fuel system training (one trained, two more need to do it)
  • Winterize pipes in maintenance hangar building, weed sprayer and roller
  • Level humps in asphalt at north end of runway
  • Fix doors on south side of hangar building #2
  • Sell or discard pull-behind mower
  • Clean office
  • Spin trimming
Equipment Report — The law edger has disappeared. If any one knows of its whereabouts they should report to Earl Brosman. The club needs to check if it belonged to Jay Schaumberg.

Young Eagles — Chuck Long has been contacted with a Scout group from Noblesville that is interested in Young Eagles. He could use about a half-dozen volunteers to fly abut 20 kids at an event for sometime in the spring of 2022. The EAA now has a required on-line course for Young Eagles voluntters about child protection.

Hangar Dispute — John Schaub claims that he requested to move to a hangar that was currently occupied. When it became available Darrell Birge moved in, stepping on Schaub's seniority rights. Schaub requested that the club resolve his rights to move. After discussion the club asked Michael Mossman to check membership records to determine who had seniority and rights to the hangar.

EAA Chapter Relocation — David Stucker, president of EAA Chapter 1311 in Hendricks County, presented on relocating the chapter to Boone County Airport. From an EAA standpoint the only thing necessary is to change addresses for the chapter location and officers in December. Additional documentation will be required with the Indiana Secretary of State's office. Annual EAA fees, including insurance, will be $400-$450 per year. Stucker requested that the club give a firm answer by the end of the year.

Holiday Party — The club will host its annual BCAA Holiday Party at Wabash Brewing on Wednesday evening, December 15, 2021, from 6-8 p.m. Wabash Brewing is normally closed on Wednesdays so the club would have the entire place to itself. Matt Kriech will prepare the setups and cater food from Squealer's barbecue. Cost per person will be discussed later. Matt will need a short notice RSVP before he orders food.

Adjournment — Matt Kriech motioned to adjourn; Earl Brosman seconded. Meeting was adjourned at 8:03 p.m. EST.
