With a quorum declared, club president Matt Kriech brought the meeting to order at 7:00 p.m. EST.

Old Business — Mark Poliak read the notes (minutes) for the February 2022 meeting. Since a quorum was not declared, no official business was conducted.

Westfield Airport Update — Mark Poliak reported on the encroachment issue Westfield Airport faced with a real estate developer. The Westfield club contacted the AOPA for support and were denied but the EAA offered to sign a letter if the airport club wrote it. Poliak reported that the FAA guidelines are not enforceable on a privately-owned airport, similar to those of INDOT, although INDOT provided some assistance. The developers have withdrawn their petition to build, at least temporarily. Poliak and others in the club are generating a list or game plan to share with other private airport owners and clubs to use as they face development that will harm the operations at their airports.

EAA Chapter 1311 — Matt Kriech reported that Brett Pritchett will be taking over the reins of Hendricks County EAA Chapter 1311 and moving it to Boone County Airport. The chapter will have five members to start, and anyone interested is invited to join. The chapter is waiting on past president David Stucker to send the transfer confirmation from EAA Oshkosh. The chapter will have a project, which is a 1947 Sky Ranger, to rebuild.

Paramotor Event — Jason Dodd would like to do another paramotor event this year. The projected dates are August 18 through 21. These dates may conflict with a Westfield flying event, but do not conflict with any other paramotor events nationally. Jason expects this year's event to be larger than that in 2021. He would also like to meet the qualifications of an EAA event, which could qualify for lower cost liability insurance. The paramotor fliers are usually inactive between 10 a.m. and 4:00 p.m., so the club held a discussion about hosting a Young Eagles event at that time. If Young Eagles were to happen, it would have to be separate from the paramotor event, per EAA requirements. The club also held a discussion about the ultralight market, ultralight requirements and training.

Club Website — Matt Kriech stated that he would like for the club website to be updated with a more modern look. Members with design ideas should submit them to Michael Mossman, which will then be presented to the club at a future meeting. Jason Dodd reported that he is leasing a webserver and can host the club's website at no cost.

Treasurer's Report — Checking account balance is $1,837.75; fuel savings account balance is $5,488.63. All bills to date are paid. The club has paid off the loan on the fuel account so the club does no longer has any debts. Several members are paid through the end of the year,m however many members are behind for February and March. Treasurer Chuck Long reports that the IRS send a letter about a form that was not completed for 2019. The club's CPA found the form had been filed and took care of the matter.

Fuel Report — The club has about 100 gallons of avgas and will need to order some more soon. Current fuel price is $4.90 per gallon. We can expect with the war in the Ukraine that our new price of fuel will be much higher. Earl Brosman will also need to order more avgas since the mowing season will be here soon. Earl reports that the minimum amount that can be delivered is 200 gallons.

Associate Memberships — The club is reminding associate members that annual dues are due on April 1.

Hangar Assignments — The club would like to move an inactive twin aircraft to another hangar so we have more accessible hangar space to rent for active aircraft. Earl Brosman has a space that will accommodate the twin with the same coverage and rent fee that it currently has. Michael Mossman will send an email to the twin owner to ask permission to move.

Club Equipment — Mowing season is coming up. Steve McClure would like to do some maintenance on the mowing equipment. Earl Brosman reports that the mowers are working and could be used right away, if needed. Jay Schaumberg picked up the edger; he reports that it has the wrong belt; he will replace it so it works properly.

Maintenance Items — Earl Brosman reports the following:

  • Rotating beacon has been repaired and needs to be re-installed on the northern hangar. It weighs about 50 pounds. Brett Pritchett volunteered to re-install it, with Kevin Hoffer volunteering to assist.
  • Northern three hangars have beams rotting and metal roofing flapping in the wind. The club will need 2x6s and 2x8s to fix the hangars. Jay Schaumberg has some leftover material to contribute. Mark Poliak volunteered to repair the facia boards if someone will do the roofs.
  • New LEDS lights have been installed in front of some of the hangars; the rest will need to be done when warmer weather arrives.
  • Grass runway will need to be rolled, along with the grass around the hangars. Club members have been driving on the grass and leaving ruts. The grass will need a dry spell later this month before rolling will be possible. Volunteers doing the rolling can use John Saalwaechter's car or Earl's car to tow the roller. Members and guests are asked to use better judgement before driving a vehicle across the grass.
  • The club received a golf cart in parts and needs minor repairs before it can be re-assembled. It will also need batteries. Earl will check with Roy Dawes to see if he has any used truck batteries that might work.
  • Earl's on-going list of airport chores is still active. Volunteers should check with Earl on small projects that need to be done around the airport.
Fly-Ins and Events — Michael Mossman is preparing a list of local and regional fly-ins and aviation events and will post the preliminary list on the club bulletin board and on the website. Members learning of any events that might be of interest to local pilots should provide the information to Michael so they can be included in the next calendar update.

Adjournment — Chuck Long motioned to adjourn; Earl Brosman seconded. The meeting was adjourned shortly before 8:00 p.m.
