With no quorum declared, director John Saalwaechter started the meeting at 7:06 p.m. at Booone County Airport. Shortly after starting the meeting, Ray Rice was able to connect a Zoom meeting, joining along with Michael Mossman and Karen Reiger. At this point a quorum was declared.

Acceptance of Minutes — The minutes from the March 9, 2023 meeting were read. No motion was recorded on acceptance or rejection of the minutes.

Treasurer's Report — The club has $14,013.78 in the checking account and $468.10 in fuel savings. Large checking balance in checking is due to multiple hangar tenants prepaying for rent. The club was able to pay for the load of avgas. Price will now be $5.00 per gallon for 100LL and $5.00 per gallon for no-alcohol mogas.

Maintenance Fees — Each member will pay $20.00 per month for maintenance fees. Reese Dodd will be mowing all summer and can be paid $15.00 per hour, like all other members, if needed.

Hangar Enclosure Project — Earl Brosman's estimate of materials for hangar doors is $1,000 per door, and estimated $500 in labor to build each door, for a total of $7,500 to enclose the northernmost hangar building. If the project goes like the previous enclosure, each tenant in the enclosed building would front the money for the doors then would have their rental rates frozen for five years. Two or three current tenants are interested in enclosing the hangar, and a couple of potential new members are interested, which would bring new revenue to the club. Chuck Long make a motion to proceed with enclosing the north hangar if the club has at least three people committed to pay the expenses in advance. Ray Rice seconded the motion. Motion passed with no dissenters.

Repairs Needed — Steve McClure's hangar door is in disrepair and needs to be fixed so Earl Brosman's hangar door can be opened and closed. Ray Rice will contact Steve for permission to enter the hangar and assess needed repairs.

Runway and Ramp Repairs — Earl Brosman reported that the runway, ramp and taxiways need patched. Ray Rice says the club cannot expect any federal matching funds because the state and city of Lebanon will not provide any dollars. John Saalwaechter will find out what type of materials was used on his property. Michael Mossman suggested buying a small amount of materials, doing a repair then scaling up to see what it would cost to fix the other holes and cracks. Mark Poliak made a motion to approve $300 for materials and then estimate the total. project. Mary Ann Kitzmiller recommended to check with Reese Dodd if he is willing and able to do the work.

Maintenance Hangar Discussion — A club member has a friend that is not a member but wants to use the Maintenance Hanger to do an annual. Ray Rice suggested that the club should require a minimum of Associate Membership status and rent at $20 per day, with a minimum number of days of paid rent. He further added that if someone is occupying the maintenance hangar the rent starts the day they move in through the day they move out. Ray Rice motioned to allow outsiders to join as Associate Members and rent the Maintenance Hangar at $20 per day, for a minimum of five days. Mark Poliak seconded, with a note to change the membership application. The motion passed, but is not enacted until the club can consult the bylaws to see if they need to be amended.

Associate Membership Status — John Saalwaechter mentioned that all people on the field should be full members or associate members. All present agreed. Earl Brosman will contact Jason Dodd to address the PPG guys to join the club. Membership application forms are available in the top left desk drawer.

Annual Club Elections Coming — The club will conduct its annual elections of officers and directors at the July 2023 meeting; all regular members in good standing are invited to run for office and encouraged to vote. Michael Mossman noted that as he is not a current tenant so he will be unable to run for Secretary unless he buys an airplane, however, if another member is willing to hold the office Michael will continue to assist. Ray Rice says he will not be able to run as President as his partnership is leaving the field.
